Purchase Agency: Environmental Protection Agency (EPA)
The EPA is purchasing on-site technical assistance and sanitary surveys for public water systems in Wyoming. The primary purpose of this contract is to assist public water systems in providing safe water to the public and to assist EPA in carrying out its required sanitary survey and water system assessment tasks. The tasks include conducting on-site reviews of water sources, facilities, operations, maintenance, and monitoring compliance. The contractor will also provide technical assistance during emergencies and collect water samples for analysis. The work will be performed on-site at the water systems in Wyoming.

Timeframe: The contractor will receive written assignments from an EPA Contracting Officer's Representative (COR) or Alternate COR for various tasks related to technical assistance and sanitary surveys. In the event of an emergency, a verbal authorization may be provided by a Contracting Officer. The contractor is expected to complete the tasks within specified timeframes, such as submitting reports within 10 working days after site visits.

Place of Performance/Delivery: The work will be performed on-site at public water systems in Wyoming. The contractor will visit facilities that currently or may provide water to the public and gather information to help EPA determine if they meet regulatory criteria to be designated as a Public Water System.

Notable Information: The contractor must have an EPA-approved quality system and project-specific Quality Assurance Project Plan to comply with EPA's policy for quality assurance. Safety guidelines and requirements must be followed during the performance of work, including when climbing water storage tanks or entering pits or vaults. The contractor must also collect water samples for microscopic particulate analysis and conduct assessments for the Revised Total Coliform Rule. Sanitary surveys must be conducted at community water systems every three years and at non-community water systems every five years.
