Description

The Environmental Protection Agency (EPA), through the General Services Administration (GSA), is conducting market research to identify qualified industry partners capable of providing comprehensive Information Technology (IT) support services for the Climate Protection Partnerships Division (CPPD). The CPPD operates under the Office of Atmospheric Protection (OAP) within the Office of Air and Radiation (OAR). This initiative primarily supports the ENERGY STAR program, a cornerstone of energy efficiency recognized by consumers and businesses nationwide. The program aims to deliver energy-saving solutions that reduce waste, promote clean air, and protect public health.

The scope of work required includes maintaining a secure, scalable, and robust IT infrastructure critical for the operation of ENERGY STAR's various tools and resources. This encompasses both frontend applications available to the public and internal systems management. Key responsibilities involve developing user-friendly web-based applications, ensuring efficient data management through database administration, supporting strategic IT planning with EPA collaboration, and providing comprehensive customer support services. The projects include managing platforms like the ENERGY STAR website, Product Finder, and Portfolio Manager.

Additionally, interested industry partners are expected to demonstrate expertise in several technical areas as outlined in a draft Performance Work Statement (PWS). These areas include IT infrastructure management including server deployment and maintenance; custom software development for applications used by large user bases; implementation of security frameworks such as NIST SP 800-53; Salesforce customization; API development; and web hosting services. Respondents are encouraged to showcase their previous experience handling projects similar in scope and complexity to those described in this solicitation.

It does not represent an official procurement action or commitment from the government to issue future contracts based on responses received. Interested parties should note that participation in this RFI process is voluntary and all associated costs will be borne by respondents themselves.
