Description

The Environmental Protection Agency (EPA), in collaboration with the General Services Administration (GSA), is conducting market research to support its Superfund Redevelopment and Technical Assistance Services for Communities Contract. The EPA's mission is to protect human health and the environment, with a specific focus on remediating contaminated sites through its Superfund program. This initiative aims to ensure that sites are cleaned up effectively, allowing stakeholders to participate meaningfully in decision-making processes regarding site remediation and future land use. The contract seeks contractor support for the Office of Land and Emergency Response (OLEM) cleanup programs, including various offices such as the Office of Superfund Remediation and Technology Innovation (OSRTI).

The contract involves several key tasks aimed at evaluating Superfund cleanup activities. These tasks include examining remediation progress, modeling and analyzing remediation data, and supporting the reuse and redevelopment of cleaned-up sites. Additionally, the contract provides supplemental technical assistance services at no cost to communities, empowering them to engage substantively in addressing environmental issues impacting their areas. The work primarily supports EPA's Superfund Redevelopment Program (SRP) and Technical Assistance Services for Communities (TASC) programs, aligning with EPA's strategic objectives to clean up contaminated sites for productive uses while fostering vibrant communities.

Under this contract, SRP focuses on building capacity among EPA staff, federal agencies, state governments, tribal entities, local officials, and community organizations regarding site cleanup processes related to reuse potential. This includes training on land use planning, economic development strategies, institutional controls implementation, as well as funding tools that enhance community support for redevelopment efforts. Meanwhile, TASC offers independent assistance designed to help communities comprehend scientific data and regulatory policies surrounding environmental issues.

To achieve these goals effectively, contractor support will facilitate public engagement throughout the cleanup process by providing stakeholders with necessary tools and technical assistance. Meaningful engagement must consider community dynamics such as cultural differences or socio-economic factors; thus contractors are required to deliver unbiased information tailored appropriately according to each designated community's needs.
