EPA - Subscription to Regulatory Limits Maximum Residue - MRAS

The Environmental Protection Agency (EPA), through the General Services Administration (GSA), is conducting market research to procure a subscription to the "Regulatory Limits" Maximum Residue Level (MRL) Database. This initiative is part of the EPA's commitment to adhere to mandates under the Federal Fungicide, Insecticide, and Rodenticide Act (FIFRA) and the Federal Food, Drug, and Cosmetic Act (FFDCA), as amended by subsequent legislation. The primary goal of this project is to ensure that pesticide use does not result in unreasonable risks or adverse effects on humans or the environment. The Office of Pesticide Programs (OPP) within EPA plays a critical role in setting pesticide tolerances or MRLs on food and feed commodities.

The work requested involves providing EPA with access to a comprehensive database that houses both U.S. and international MRLs. Despite its extensive history in establishing these tolerances, the EPA currently lacks a reliable electronic system for maintaining this information. The "Regulatory Limits" database will serve as an essential tool for OPP by offering accurate and up-to-date information on pesticide residue standards both domestically and internationally. This capability is crucial for addressing public inquiries, revising regulations during registration reviews, and managing enforcement actions effectively.

Furthermore, access to this database will enable OPP to compare foreign standards with U.S. ones for global harmonization purposes. As international agricultural trade continues to expand, there is an increasing need for consistent global standards regarding pesticide residues. By leveraging the data provided by "Regulatory Limits," EPA aims to facilitate smoother international trade relations while ensuring compliance with domestic regulatory requirements.
