EPA - Personnel Security System Support - MRAS

The Environmental Protection Agency (EPA), through the General Services Administration (GSA), is conducting market research to identify contractors capable of supporting, developing, and enhancing the EPA's Personnel Security System (PSS). This initiative is under the purview of the Workforce Integrity Division (WID) within the Office of Finance and Administration. The overarching goal is to ensure that EPA personnel meet rigorous standards of personal character and conduct, which are crucial for protecting the integrity of the agency's mission. The Personnel Security Branch (PSB) manages this program, which includes a wide range of responsibilities such as background investigations, security clearances, and personal identification card management.

The scope of work involves providing comprehensive support for an automated personnel security case management solution. This system captures data related to various aspects of personnel security including pre-appointments, onboarding processes, suitability assessments, and security determinations. It also interfaces with other EPA systems as well as several internal and external systems to ensure seamless data integration. The contractor will be responsible for customizing and configuring this system using a Commercial-off-the-Shelf (COTS) platform built on the TYLER APPLICATION PLATFORM.

To achieve success in this endeavor, there are three critical success factors: operational efficiency, accountability, and data governance. Operational efficiency involves automating lifecycle management and streamlining data integration across multiple systems to enhance processing consistency within EPA. Accountability requires addressing process bottlenecks proactively to reduce delays in investigations and adjudications. Data governance focuses on maintaining high standards for privacy, availability, usability, integrity, security, interoperability, scalability while ensuring compliance with federal mandates.

In addition to technical enhancements and operational support tasks outlined above, contractors are expected to adhere to cybersecurity requirements specified by federal regulations including those from DCSA and OPM. They must also provide training materials for users on new functionalities released within PSS 2.0 while maintaining a robust security program consistent with FBI standards for handling Criminal History Records Information (CHRI). This comprehensive approach ensures that all aspects of personnel security at EPA are managed effectively while aligning with national standards.
