Description

The United States Environmental Protection Agency (EPA), through the General Services Administration (GSA), is conducting market research to support its Office of Chief Financial Officer (OCFO). The OCFO is tasked with maintaining and enhancing the EPA's financial management systems, which are critical to supporting the agency's environmental mission. Overseeing a diverse range of technology, from client-server architectures to web-based databases and various Commercial Off-The-Shelf (COTS) and internally developed software systems, the OCFO aims to modernize its technology infrastructure while ensuring effective management of EPA programs and resources.

The Performance Work Statement (PWS) outlines a performance-based support service contract for IT Operations and Maintenance (O&M) services. The contractor will provide specialized technical expertise essential for managing OCFO's complex IT infrastructure environment. This includes program and project management as well as IT Service Management (ITSM) support, enabling senior management within OCFO to navigate an evolving IT landscape effectively. The contractor is expected to uphold service and performance requirements detailed in the PWS while incorporating process improvements and industry best practices.

The scope of work requires the contractor to support all Office of Technology Solutions (OTS) systems and applications, each utilizing different software technology suites. As detailed in Table 1 of the document, these applications vary in complexity from high to low based on factors such as branching paths, database interdependencies, and user interface detail. The contractor must be prepared for potential changes in requirements or new application developments that may necessitate additional software technology support.

In summary, this solicitation seeks a contractor capable of delivering comprehensive IT O&M services that align with EPA's modernization goals while maintaining financial integrity across its programs. By leveraging new technologies and processes in collaboration with OCFO, the selected contractor will contribute significantly to achieving EPA's strategic objectives.
