EPA - Microsoft Enterprise License Agreement (ELA) - MRAS

The U.S. Environmental Protection Agency (EPA), through the General Services Administration (GSA), is conducting market research to establish a Blanket Purchase Agreement (BPA) for a Microsoft Enterprise License Agreement (ELA). This initiative is spearheaded by the EPA's Information Technology Acquisition Division, which aims to streamline and enhance the agency's IT infrastructure services. The overarching goal of this contract is to provide a centralized and efficient licensing mechanism that supports over 13,000 EPA users nationwide in their acquisition of Microsoft products and services.

The BPA will be established with an authorized Microsoft Licensing Solution Partner (LSP) who will manage the volume licensing program for Microsoft's software purchases and ongoing Software Assurance across the EPA. This agreement is designed to offer a comprehensive solution that enables responsive, cost-effective procurement of licenses, services, and consulting support. It will also facilitate access to future Microsoft software products at discounted rates as they become available on the contractor's GSA Schedule.

Key objectives of this BPA include sustaining existing Microsoft licenses, providing flexibility in acquiring new cloud-based or on-premises licenses, deploying a common IT platform across the agency, managing licenses centrally to avoid duplicative costs, and offering professional consulting support from certified technicians. The scope encompasses not only software products but also server products and professional services necessary for planning, design, standardization, and deployment within EPA's IT environment.

The selected LSP must demonstrate an in-depth understanding of current and emerging Microsoft technologies while maintaining an updated GSA Schedule of all available offerings. They are expected to provide high levels of customer service and responsiveness while ensuring license portability among various EPA divisions. Additionally, they should deliver accountability in managing purchased software inventory and developing flexible strategies that promote continuity while enabling consolidation across departments.
