Description

The Environmental Protection Agency (EPA), through the General Services Administration (GSA), is conducting market research to identify potential contractors capable of operating a wastewater treatment plant (WWTP) at the Fansteel Metals/FMRI Superfund Site in Muskogee, Oklahoma. This initiative is part of an ongoing effort to manage and treat contaminated water at the site, which has been designated as a high-priority facility by the State of Oklahoma. The EPA aims to ensure that the WWTP continues its operations effectively under a fixed-price contract, with an expected period of performance from February 2027 to May 2029.

The primary objective of this contract is to continue the operation and maintenance of the WWTP, which treats groundwater and surface water runoff contaminated with metals, radionuclides, and volatile organic compounds. The water treatment process involves collection through subsurface interceptor trench systems and french drains, followed by processing via lime treatment basins and settling ponds. During periods of high precipitation, excess treated water may be discharged into the Arkansas River under a permitted outfall. This project is crucial for maintaining environmental safety standards at a site that has undergone significant decommissioning challenges due to previous bankruptcies.

The scope of work for this contract encompasses three main functional areas: general requirements, field work and analytical support, and EPA-led remedy operation including long-term response action (LTRA). Contractors will be responsible for developing site-specific plans, managing projects, monitoring progress, reporting outcomes, and closing out task orders upon completion. The contractor must provide all necessary personnel with appropriate expertise along with materials, equipment, and services required to fulfill these obligations according to EPA guidelines.

This market research will help determine qualified sources capable of fulfilling these requirements under GSA's Multiple Award Schedule (MAS). Interested parties are encouraged to submit their capabilities through the specified RFI link provided by GSA. This process ensures that future requests for quotes can be directed appropriately based on demonstrated capabilities in handling such complex environmental management tasks.
