Description

The United States Environmental Protection Agency (EPA), through the General Services Administration (GSA), is conducting market research to support its Environmental Services Assistance Team (ESAT) initiative. This effort is aimed at enhancing the EPA's capability to identify, assess, regulate, and remediate environmental hazards that may pose risks to human health and the environment. The ESAT program plays a pivotal role in supporting various EPA programs such as the Office of Air, RCRA Program, Office of Enforcement & Compliance Assistance, Office of Water, and the Superfund Program. Additionally, it assists federal and state agencies as well as tribal organizations in addressing environmental challenges.


The contract seeks comprehensive technical support across several task areas. Task Area I focuses on Analytical Support which includes laboratory sample analyses for both chemical and biological components, field assessments, sampling support, and operations related to field warehouses. Task Area II emphasizes Data Review processes including data validation and electronic/manual data review. Task Area III covers Analytical Logistical Support which involves managing deliverables and schedules related to analytical tasks.


Further extending its scope, Task Area IV provides QA/QC Support which encompasses preparation and review of risk assessments related to ecological and human health impacts as well as analysis of groundwater hydrology data. It also involves geographic information services and development or review of analytical methodologies. Task Areas V and VI address Other Task-Related Activities such as specialized technical training sessions or conferences attendance along with External Regional Laboratory Analyses which are crucial for maintaining high standards in laboratory operations across regions.


By engaging contractors through this solicitation process, the EPA aims to enhance its operational efficiency in implementing key environmental laws such as CERCLA, CWA, RCRA among others while adhering to national response plans for counter-terrorism activities involving environmental hazards identification/remediation efforts. This collaboration is integral for fulfilling EPA's overarching mandate of safeguarding public health alongside preserving natural ecosystems against potential threats posed by pollutants or hazardous substances.
