Description

The Environmental Protection Agency (EPA), in collaboration with the General Services Administration (GSA), is conducting market research to identify potential contractors capable of providing essential support services for emergency response operations. This initiative is focused on EPA Region I, which encompasses the New England states of Massachusetts, Connecticut, Maine, New Hampshire, Rhode Island, and Vermont. The scope of work may also extend to adjacent areas in New York if necessary. The primary goal of this contract is to ensure that EPA can effectively manage and respond to environmental emergencies involving hazardous materials and counter-terrorism threats on a 24/7 basis.

Under the authority granted by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Oil Pollution Act (OPA), as well as directives outlined in the National Oil and Hazardous Substance Pollution Contingency Plan (NCP), EPA is tasked with coordinating federal efforts in response to incidents involving oil spills or hazardous substances that pose threats to human health or the environment. Furthermore, under Emergency Support Function 10 of the Federal Response Plan and the Stafford Act of 1990, EPA must also address nuclear, biological, and chemical incidents as part of broader disaster or counter-terrorism responses.

This solicitation seeks expertise in warehouse operations, equipment management, and transportation support services crucial for maintaining readiness for rapid deployment during environmental emergencies. Contractors will be responsible for ensuring that government equipment used in these scenarios is properly managed and available at all times. This includes supporting emergency responses related to oil spills or hazardous material cleanups across various sites within Region I.

The work involves collaboration with several key contracts within EPA's rapid response network: Superfund Technical Assessment & Response Team (START), Emergency and Rapid Response Services (ERRS), and Scientific, Engineering, Response, and Analytical Services (SERAS). These contracts collectively provide technical support for incident assessment, risk abatement strategies, cleanup execution including personnel deployment, equipment provision for containment activities as well as site restoration efforts after an incident. By leveraging these resources effectively through qualified contractors from this solicitation process, EPA aims to uphold its mandate of safeguarding public health and preserving environmental integrity during critical emergencies.
