Background
The Center for Explosive Ordnance Disposal and Diving (CEODD) is seeking a contractor to provide a comprehensive EOD Combat Skills Course of Instruction (COI) to enhance the training of US Navy EOD personnel. This initiative stems from the US Fleet Forces Ready, Relevant Learning (RRL) program, which identified the need for modernized training methods.

The goal is to consolidate various existing courses into a single Combat Skills course that will be delivered over 33 training days, ensuring that graduates are adequately prepared for operational duties.

Work Details
The contractor shall provide all personnel, equipment, supplies, tools, materials, supervision, and other necessary items to perform off-site instructional support for the Naval School Explosive Ordnance Disposal (NSEOD). Key tasks include:
1. Conducting a turn-key Combat Skills course based on an approved Course Master Schedule (CMS).
2. Delivering 33 days of instruction split between 16 days at NSEOD facilities and 17 days at a contractor-provided facility within a 50-mile radius.
3. Ensuring instructor qualifications through High Risk Training (HRT) screening protocols and curriculum familiarization.
4. Providing helicopter support services for specialized training techniques such as fast-rope and water-casting.
5. Managing logistics including lodging and meals for students during specific training days.
6. Complying with all applicable laws and safety regulations throughout the contract period.

Place of Performance
The work will be performed at Naval School Explosive Ordnance Disposal facilities located at Eglin Air Force Base in Niceville, Florida, as well as at contractor-provided off-site locations within local travel guidelines.
