Background
The Office of Naval Research (ONR) is issuing a ten-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for the EOC 4 ManTech Center of Excellence. The goal of this contract is to provide support for manufacturing technology and electro-optics, focusing on operations, management, project development, and technical projects within the center. This initiative aims to enhance the capabilities and efficiency of the Navy's manufacturing processes.

Work Details
The contractor will be responsible for: conducting efforts under CLIN(s) 0001 and 0002 as detailed in the Statement of Work; providing Center Operations and Management; managing Center Business Operations; developing and managing projects; delivering specified data requirements as outlined in each task order; assigning key personnel whose resumes were submitted with the proposal; engaging with NCIS for industry outreach efforts; cooperating with NCIS during cyber incidents; ensuring compliance with federal, state, and non-US laws regarding data collection; preparing scientific and technical reports in accordance with specified standards; conducting quarterly contract management reviews to assess performance; and maintaining relationships with various naval commands and program management offices.

Period of Performance
The contract will be performed over a ten-year period from May 2025 to May 2035.

Place of performance will be determined upon award.
