Amendment 0002 is hereby issued and extends the proposal due date to May 9, 2022.

Question and Answer Set Three is added to the attachments. The proposal due date is not extended.

Amendment 0001 is hereby issued.

1. This amendment adds a Training CLIN series (X020) to Section B.
2. This amendment adds Attachment 1, Pricing Spreadsheet, which is referenced on page 46 under Volume III Price Proposal.
3. This amendment also provides responses to offeror's questions, which are as Attachment 2, "QA Set 2".

Background
The solicitation is for the procurement of an EO/IR video surveillance system for the Bell UH-1HII/UH-1ST and Sikorsky UH-60 helicopters. The system is intended to provide on-scene video of critical situations to decision-makers in the RSO or DoS Air Wing Tactical Operations Center. The system will support various missions including Intelligence, Surveillance and Reconnaissance (ISR), Overland Operations, Embassy Support, Search and Rescue (SAR), and other secondary missions. The scope of the project includes providing an EO/IR capability for the mentioned aircraft operating in Central and South America. The contractor is required to perform all actions necessary to accomplish this task, including aircraft capability and system analysis, system development, design, procurement, aircraft modification, testing and evaluation, airworthiness certification, operator and maintenance technician training, continued airworthiness plan, production of a technical data package, and follow-on logistics support.

Work Details
The specific products to be delivered under the contract include an EO/IR video surveillance system for the mentioned helicopters. The system should include features such as Full High-Definition Thermal Imager, Full High-Definition Color and Low light camera, Continuous Zoom HD Optics, Wide-Area Secondary/HD Color Camera, Short wave IR camera, Universal Hand Control unit (UHCU), Cockpit video interface, Operator Station/Control Panel aft of the cockpit with NVG compatibility. The contractor will be responsible for project management support for the design, development, integration, testing, and installation of the aircraft kits, sensor packages, and associated systems. Additionally, the contractor will manage government property as per appropriate clauses. The place of performance includes first article testing at Department of State INL/A facility in Melbourne FL and fleet modifications in Central and South America or other locations as noted in individual task orders.
