Background
The National Institute of Standards and Technology (NIST) is engaged in metrology research and development to enhance innovation and industrial competitiveness in U.S. semiconductor device manufacturing as part of the CHIPS Act. NIST has identified seven Grand Challenges in metrology that require attention, with a focus on developing measurement technologies for materials purity, properties, and provenance.

The Grand Challenge 1 Program aims to support uniform materials quality and traceability across the supply chain by advancing measurement tools for semiconductor microelectronic devices. NIST's Applied Chemicals and Materials Division leads efforts to evaluate two-dimensional and wide bandgap materials to improve device reliability.

Work Details
NIST requires an Environmental Test Chamber with the following specifications:
- Temperature Range: -35°C to +175°C with control tolerance of ±0.5°C and uniformity of ±1°C.
- Humidity Range: 10% to 95% RH.
- Workspace: >1.5 Cu Ft.
- Features: GN2 Purge System, Four Event Relays, Electronic Touch Screen Controller, High/Low Limit Control and Alarm, Viewing Window & Interior Light, 4 in Access Ports on Left & Right Side, Non-CFC Cascade Refrigeration, 120V Input (plugs into any 20 Amp outlet), 3 Year Parts Warranty, 1 Year Labor Warranty.

Additionally, a Water Recirculation System is required that is compatible with the environmental test chamber:
- Closed loop system utilizing tap water.
- Includes all necessary pumps and connectors for connection to the environmental test chamber.
- Comes with a 3-year supply of water filters.
