The U.S. Army Corps of Engineers (USACE) Detroit District, is seeking contractors with the capability to provide environmental services for sampling, assessment, and analytical services under the Environmental Services Multiple Award Task Order Contract (MATOC). The total cumulative amount of the contract shall not exceed $7 million and the Government intends to award three (3) firm-fixed price indefinite delivery, indefinte quantity (IDIQ) contracts for Environmental Services . Each contract will include a five year ordering period for individual task orders used for environmental sampling, assessment, and analysis within the boundaries of USACE Detroit District. Individual task orders shall be awarded on a firm-fixed price basis.

Task orders require contractors to provide sampling and analytical services to support USACE Detroit District. USACE requires for the characterization of soils, sediments, sludges, groundwaters, surface waters, tissues, oils, wastes, and other environmental sample types. Typical projects involve conducting sampling operations and analyzing samples collected at field sites to determine the concentrations of various pollutants. USACE is concerned about these constituents at trace concentration levels. Concentrations of interest are those typical of ambient open water as well as standards and criteria for water and soil/sediment quality. In addition, samples may be required to undergo several predictive tests including leaching tests and bioassays. The work to be completed consists of furnishing and delivering to USACE all supplies and services necessary to conduct services as specified in each task order. The required outcomes of the services will be performance-based and measured against the Quality Assurance and Surveillance Plan.

General Information:

This Request for Proposal (RFP) is 100% set-aside for small businesses and the government intends to award three (3) Firm-Fixed Price IDIQ contracts.

The North American Industrial Classification System (NAICS) code for this work is 541620 Environmental Consulting Services, which has a small business size standard of $15 million in average annual receipts.

The solicitation package materials, documents, drawings, specifications, and attachments to the anticipated solicitation will be available only electronically and via beta.sam.gov which is free of charge. Hard copy documents will NOT be supplied by the Government to any interested parties as a result of this presolicitation notice or the upcoming solicitation. Please note: the Government will not be maintaining a bidder list during the solicitation period. However, vendors are strongly encouraged to review the "Interested Vendors List" found on beta.sam.gov for this solicitation.

In order for interested contractors to conduct business with the Federal Government, contractors must be registered in the System for Award Management (SAM) prior to submission of an offer or bid. Contractors can access SAM free of charge at www.sam.gov.
