Description

NASA/GSFC plans to award a follow-on contract for Environmental Services, which will provide services to the government for assigned environmental regulatory requirements and environmental stewardship. The Environmental Services contract will provide assistance in meeting the objectives of the GSFC Environmental Management Program which include: waste prevention and management, water management, air management, environmental program management, environmental planning and impact assessment, environmental liability management, and natural resources management, special studies, investigation and work efforts. The Environmental Services contract will also establish and maintain common Center processes and procedures to ensure that it is operating in compliance with environmental regulations. The work to be performed will be at GSFC's Greenbelt campus, Wallops Flight Facility, and any NASA facility or location where NASA has management responsibility, oversight responsibility, or potential environmental responsibility.

It is anticipated that the subject contract will be a hybrid Core and IDIQ contract. The Core contract type will Cost-Plus-Fixed Fee and the IDIQ component will have Cost-Plus-Fixed-Fee task orders. The period of performance will be 5 years (12 month base plus four - 12 month options) from the contract effective date of February 1, 2021.

The Government anticipates a release date for the Request for Proposal (RFP) in late March or early April 2020, with an anticipated offer due date in mid to late May 2020.

The Government does not intend to acquire a commercial item using FAR Part 12.

This procurement is 100% set-aside for competition among firms certified by the Small Business Administration as an 8(a) Small Business. All responsible 8(a) small business sources may submit a proposal which shall be considered by this agency.

The NAICS Code and Size Standard are 541620 and $16.5M, respectively.

SITE VISIT: The government will conduct two (2) organized site visits for this requirement, one at Greenbelt, MD, and the other at Wallops Island, VA. The site visits will be one (1) day at each facility and are tentatively scheduled during the week of April 6 10, 2020. Offerors are highly encouraged to attend the site visits prior to submitting an offer as these will be the only site visits provided. Only U.S. Citizens can be given access to the sites for the visit. Detailed site visit information will be included in the solicitation.

All responsible sources may submit an offer when applicable, which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html .

The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
