The Environmental Security Technology Certification Program (ESTCP) is the Department of Defense's (DoD's) demonstration and validation program for environmental technologies. The ESTCP Office is interested in receiving proposals for innovative technology demonstrations that address DoD environmental requirements as candidates for funding. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). Readers should note that this is an announcement to declare ESTCP's intent to competitively fund demonstration projects as described in the Program Announcement on the ESTCP website.

The Program Announcement and complete submittal instructions are found at https://www.serdp-estcp.org/workingwithus. To be eligible for consideration, parties wishing to respond to this announcement must submit a proposal in accordance with the instructions on the website, no later than 2:00 p.m. Eastern Time on October 3, 2024. No electronic mail, faxed, or hard copy proposals will be accepted.

No request for proposal (RFP), solicitation, or other announcement of this opportunity will be made. It is the sole responsibility of the offerors to verify the proposal is properly received by ESTCP. Awards will take the form of contracts. Submission of proposals is not restricted in any way to any particular entity. The Government will not pay for any costs associated with the preparation of proposals.

There is no commitment by ESTCP to make any contract awards, nor to be responsible for any cost incurred by the offeror before contract award is made. It is expected that multiple awards totaling approximately $8 million will result, depending on availability of funds.

Awardees under this BAA will be selected based on the review of a written proposal. Based upon the proposal evaluation by ESTCP, each of the proposal submitters will be notified as to whether the proposal is selected for funding. As noted in the instructions located on the ESTCP website, evaluation criteria for proposals are, in decreasing order of importance, Technical Merit, Cost/Benefit of Technology, Transition Potential, and Cost of Proposal. Due to the anticipated volume of proposals that will be received, the Government will not provide debriefs to those that are not selected.

The North American Industry Classification System (NAICS) codes are 541715 and 541330 with the small business size standard of 1000 employees and $25.5M respectively. Prior to award, selected contract proposals that exceed $750,000 submitted by all Other than Small (large or non-profits, including universities) Business concerns must be accompanied by a Small Business Subcontracting Plan in accordance with FAR 52.219-9 and elements as described in the checklist in DFARS PGI 219.705-4 at http://business.defense.gov/Acquisition/Subcontracting/. Additionally, selectees who are located outside the United States and outlying areas who will perform their project outside of the United States and outlying areas are exempt from submitting a Small Business Subcontracting Plan. This announcement serves as a Broad Agency Announcement (BAA) to declare ESTCP's intent to competitively fund demonstration projects, with an expected total award amount of approximately $8 million, depending on fund availability.

Work Details
Proposals must address the environmental or resilience problem that the proposed technology will tackle, highlighting its relevance to the DoD. The proposal should include a detailed description of the innovative technology being demonstrated, anticipated cost and performance benefits compared to current practices, and a technical section not exceeding 10 pages that covers:

1) Technical Objective;
2) Technology Description;
3) Technology Maturity;
4) Technical Approach including demonstration site characteristics, performance objectives, experimental design, data analyses, and risk management;
5) Related Efforts;
6) Expected DoD Benefit including projections for deployment across DoD sites;
7) Schedule of Milestones in Gantt chart format;
8) Technology Transition strategies;
9) Disposition of Equipment plans; and
10) Performers involved in the project.

The cost section must estimate total project costs using a specific template provided on the ESTCP website.

Period of Performance
The project initiation date is assumed to be February 1, 2025, with the first year running through January 31, 2026. Subsequent years will span from February 1 to January 31 until anticipated project completion, with an additional zero-cost contingency year following completion.

Place of Performance
The geographic location(s) for contract performance may include various DoD sites depending on the nature of the proposed technology demonstrations.
