The EQ Program includes, but is not limited to, all products and studies associated with Hazardous Materials to include Hazmat distribution and tracking, including tracking of Hazmat using Enterprise Environmental Safety, and Occupational Health, Management Information System (EESOH-MIS), and regulatory support for the U.S. Air Force. The work will be for Military related Environmental Services in support of the U.S. Air Force to include United States territories. The Contractor and the Contractor?s subcontractors and suppliers shall perform all work in full compliance with applicable Federal, State, Local laws and regulations. The Contractor shall have knowledge and demonstrable experience in the implementation and application of various laws, statues, and regulations. This procurement is 100% set-aside for 8(a) small business. The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $19,000,000.00 for the past three (3) years under NAICS 541620.The solicitation will only be issued as a direct download at the following website: https://piee.eb.mil. All offerors must be registered in the Procurement Integrated Enterprise Environment (PIEE) before they will be allowed to download solicitation information. The solicitation will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government?s best interest. Therefore, it is the offeror?s responsibility to check the website for solicitation posting and any changes to this solicitation. Background
The Environmental Quality (EQ) Program includes all products and studies associated with Hazardous Materials, Hazmat distribution and tracking, including tracking of Hazmat using Enterprise Environmental Safety, and Occupational Health, Management Information System (EESOH-MIS), and regulatory support for the U.S. Air Force. The work will be for Military related Environmental Services in support of the U.S. Air Force to include United States territories. The Contractor and the Contractor’s subcontractors and suppliers shall perform all work in full compliance with applicable Federal, State, Local laws and regulations. The Contractor shall have knowledge and demonstrable experience in the implementation and application of various laws, statues, and regulations.
This procurement is 100% set-aside for 8(a) small business.

Work Details
The work includes providing professional services support to the U.S. Air Force by conducting legislative and regulatory group policies analysis; conducting state and regulatory climate analysis; identifying resolutions and other statements that can directly affect mission sustainability objectives; identifying opportunities to contribute to groups such as National Conference of State Legislatures (NCSL), the Council of State Governments (CSG) and its regional offices; publications, presentations, meetings, community sustainability issues as well as other forums related to sustainability issues; increasing the profile of initiatives to support sustainability; collaborating with ECOS/DoD Sustainability Workgroup; monitoring regional, state and local legislative, regulatory activities; developing suitable language articulating DoD positions on proposed authorities; conducting legislative and regulatory impact analysis to assess environmental issues that have regional importance or impact to all regions.

Period of Performance
The contract will be performed over a five (5) year ordering period.

Place of Performance
The work will be performed at Federal, State, or local installations or facilities where the Contractor shall comply with all security requirements.
