Environmental Impact Analysis Process

This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act.

This is a non-personal services, Performance-based Acquisition (PBA) contract to provide Environmental Services in support of the associated infrastructure improvements which will restore military readiness by addressing the 192 dorm room deficit, restore military readiness by providing adequate facility space for the 26th Special Tactics Squadron (STS) equipment, and mitigate risk by reallocating Munitions Storage Area (MSA). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the primary contractor who, in turn is responsible to the Government.

Objectives: The primary objectives of this project are:

• Complete an analytic NEPA document that includes all information necessary to evaluate potential impacts of the proposed actions and associated alternatives, while omitting any superfluous or encyclopedic information.
• Prepare the appropriate NEPA Decision Document.
• Provide recommendations for mitigation measures to minimize impacts to less than significant, as needed.

     The Contractor shall provide services for the completion of the Air Force EIAP per 32 CFR 989 and all other pertinent requirements in support of the infrastructure improvements project as detailed in Base Tasks 1 through 6 included as Part 5.
