Title: Environmental Health and Safety Services Support

Set-aside status: 8(a) small business

This requirement is to procure a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide occupational safety and environmental health services to support the Department of Health and Human Services (HHS), Program Support Center (PSC), Federal Occupational Health (FOH). Services will enable FOH Division of Environmental Health and Safety Services (EHSS) to provide consultative assistance to other Federal agencies throughout the United States and United States Territories, with qualified industrial hygiene, safety, and environmental specialists as required. The contractor shall consult, plan, implement, evaluate, and certify environmental health/industrial hygiene services for Federal managers and employees. The Contractor is required to provide professional and technical expertise in several environmental health and safety disciplines. Services may involve coordinating with a multidisciplinary team of FOH in-house providers and performers from other contractors. Work must be accomplished in accordance with FOH policies and procedures, and must be of high quality and consistency throughout the United States and United States Territories.

This requirement is a commercial service and will utilize FAR 12, as supplemented. The anticipated period of performance for the single-award IDIQ is a five (5)-year ordering period.

Background
The Department of Health and Human Services (HHS), through its Program Support Center (PSC) and Federal Occupational Health (FOH), is seeking to procure a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract for Environmental Health and Safety Services.

The goal of this contract is to provide occupational safety and environmental health services that will support FOH in delivering consultative assistance to other Federal agencies across the United States and its Territories. This initiative aims to enhance health, safety, and productivity within the federal workforce while reducing liability and healthcare costs through various preventive programs.

Work Details
The contractor will be responsible for providing a range of services including:
1. Performing environmental health, environmental management, industrial hygiene, ergonomic and safety investigations, studies, and evaluations.
2. Developing survey protocols, cost estimates, and site visit schedules.
3. Conducting environmental sampling (air, water, soil) and evaluating laboratory analyses.
4. Reviewing accident statistics to identify workplace hazards and developing safety plans.
5. Conducting employee interviews and risk assessments.
6. Providing recommendations based on scientific methodologies.
7. Preparing reports including site visit reports, interim reports, and final project reports. The contractor must ensure that all work adheres to FOH policies and procedures with a focus on high quality and consistency.

Period of Performance
The anticipated period of performance for the IDIQ contract is five years, starting from March 6, 2025 to March 5, 2030.

Place of Performance
Work will be performed at locations specified in individual task orders throughout the United States and its Territories.
