This USDA-Animal and Plant Health Inspection Service construction project is for the replacement of several environmental growth chambers, chilled water units, and walk-in coolers at the Insect Management and Molecular Diagnostics Lab at Moore Air Base in Edinburg, Texas.

Background
This construction project is issued by the USDA-Animal and Plant Health Inspection Service (APHIS) for the replacement of environmental growth chambers, chilled water units, and walk-in coolers at the Insect Management and Molecular Diagnostics Lab located at Moore Air Base in Edinburg, Texas.

The laboratory plays a crucial role in identifying and developing scientific methods to support pest management and agricultural health initiatives. The project aims to upgrade outdated systems that are critical for research and experimentation within the laboratory, which has been operational since 1981.

Work Details
The scope of work includes the following tasks:
1. **KYSOR/RHEEM SEER Environmental Growth Chambers (Qty: 3)**:
- Lock-out existing units and ensure safety for demolition.
- Demolish existing evaporators and water-cooled condensers.
- Disconnect electrical connections.
- Demolish existing control panels and selective condenser water piping.
- Set new evaporator and water-cooled condensing units.
- Reconnect condenser water piping, drain lines, refrigerant piping, and electrical wiring for chamber equipment.
- Insulate refrigerant suction line piping and condenser water piping.
- Install lighting package, humidification & dehumidification systems, new digital control panel (7” touch screen), and sensors.
- Perform start-up procedures.

2. **Environmental Growth Chambers (Qty: 8 Chilled Water Units)**:
- Lock-out existing units for safe demolition.
- Demolish existing evaporators, chilled water pumps, humidification & dehumidification systems, electrical connections, control panels, and selective chilled water piping.
- Set new chilled water evaporators and inline chilled water pumps.
- Reconnect chilled water piping, drain lines; install a new 3-way chilled water control valve; electrical wiring for chamber equipment; insulate chilled water piping; install lighting package; humidification & dehumidification systems; and a new digital control.

3. **Standard Walk-In Coolers (Qty: 2)**:
- Lock-out existing units for safe demolition.
- Demolish existing evaporators & air-cooled condensers located on the roof; disconnect electrical connections; demolish existing stand-alone controls and refrigerant piping.
- Set new evaporators & air-cooled condensers on the roof; reconnect drain lines; install new refrigerant piping; reconnect electrical wiring for each unit; insulate refrigerant suction line piping; install a new stand-alone thermostat controller; perform start-up procedures.

The contractor must comply with applicable codes and environmental regulations in Texas as well as local ordinances.

The contract will be performed over a period of approximately 180 days after the notice to proceed.
