This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR Part 15, Contracting by Negotiation, as supplemented with FAR Part 12 Commercial Items and additional information included in this notice and the attached solicitation document. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation number is 1305M223QNCNR0116. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023 03.

All responsible sources may submit a quotation which shall be considered by the agency. This solicitation is one hundred percent (100%) set aside for small businesses.

The Government intends to award without discussions; however, the Government may conduct discussions if determined necessary.

The North American Industrial Classification System (NAICS) code for this requirement is 541620, Environmental Consulting Services. The small business size standard for this NAICS code is $16.5M.

This combined synopsis / solicitation Request for Quote (RFQ) is for a hybrid Firm Fixed Price / Time & Materials (Hybrid FFP/T&M) contract award for the National Oceanic and Atmospheric Administration's (NOAA) National Ocean Service (NOS), Office of Response & Restoration (OR&R) for Environmental Database Support Services (see attached SF-1449 Performance Work Statement and line items).
