The General Services Administration (GSA), Public Buildings Service (PBS), Special Programs Division (SPD) is seeking environmental consulting services through a Request for Information (RFI). The purpose of this RFI is to identify small business contractors who can provide environmental consulting services for the Infrastructure Investment and Jobs Act (IIJA) to upgrade or build infrastructure at 26 Land Ports of Entry in partnership with the Customs and Border Protection agency (CBP). The GSA regions involved are 1, 2, 5, 7, 8, 9, and 10. The services required include environmental assessments, control of environmental contamination, natural resource management plans, archeological and cultural resource management plans, and more. The period of performance for the resulting Blanket Purchase Agreement (BPA) will be five years, with estimated orders reaching up to $13 million.
The GSA is conducting this RFI to gather information for preliminary planning purposes and to determine if there is enough competition from small businesses to warrant limiting the competition to small businesses. Interested organizations must be small businesses under the applicable NAICS code and hold a GSA Environmental Consulting Services Schedule effective from April 2022 to April 2027. The RFI response should include the vendor's name and address, corporate phone number and email address, MAS contract number, statement of interest in submitting a quotation for this requirement, years of experience providing relevant services, socio-economic status, project information demonstrating corporate experience, capability statement, description of current cleared staff and experience in obtaining security clearances, description of successes in accomplishing multiple programs and projects with overlapping performance periods, and any other relevant information.
It is important to note that this RFI is for informational and planning purposes only and does not constitute a Request for Quotation (RFQ). No award will be made as a result of this RFI. Responses must be submitted by March 17, 2022, and vendors who do not respond to this RFI are not excluded from any resulting solicitation.
The General Services Administration (GSA), Special Programs Division (SPD) Acquisition Management Branch has been tasked with establishing a single or multiple-award Blanket Purchase Agreement (BPA) for Multiple Award Schedule (MAS) category: 541620 - Environmental Consulting Services in support of Infrastructure Investment and Jobs Act (IIJA) to upgrade or build infrastructure at 26 Land Ports of Entry, in partnership with Customs and Border Protection agency (CBP). GSA regions include the following: 1,2,5,7,8,9, and 10 The BPA will be established in accordance with FAR Subpart 8.405-3. The BPA Contracting Officer (CO) may designate authority to place orders under the BPAs in writing to qualified GSA COs as necessary to meet requirements of various projects and programs of CBP. The operations generally involve providing advice and assistance to businesses and other organizations on environmental assessments, such as the control of environmental contamination from pollutants, toxic substances, and hazardous materials; Endangered species, wetland, watershed, and other natural resource management plans; Archeological and/or cultural resource management plans. This includes identifying problems (e.g., inspect buildings for hazardous materials), measure and evaluate risks, and recommend solutions. multi-disciplined staff of scientists, engineers, and other technicians with expertise in areas, such as air and water quality, asbestos contamination, remediation, ecological restoration, and environmental law such as Planning and Documentation Services for the development, planning, facilitation, coordination, and documentation of and/or for environmental initiatives (or mandates such as Executive Order 13693 in areas of chemical, radiological, and/or hazardous materials; ISO 14001 Environmental Management System (EMS) and sustainable performance measure development; Environmental Assessment (EA) and Environmental Impact Statement (EIS) preparation under the National Environmental Policy Act (NEPA). Multi-disciplined staff of historians, historic architects, historic preservation specialists and archeologists to conduct research, cultural resource evaluation, assessment of effects, and agreement documents in support of Section 106 compliance activities under the National Historic Preservation Act and 36 CFR Part 800, including State and Tribal consultation. The BPA orders issued under these BPAs will primarily supplement CBP by providing environmental consulting services not available to the agency through current staffing. The contractor will be tasked with accomplishing non-inherently governmental assignments. The successful firm will not perform design or construction work.
