Environmental Building Inspection - Cheyenne Substation, WY

The Department of Energy (DOE), Western Area Power Administration (WAPA), is issuing this Request for Quote (RFQ) for Environmental Building Inspections (non-personal support services) in Cheyenne Substation, Wyoming, in accordance with the following: 1. Attachment A - Performance Work Statement 2. Attachment B - Wage Determination 3. Attachment C - WAPA Terms and Conditions 4. Attachment D - Invoicing and Payment Requirements 5. Attachment E - Foreign National Data Card This RFQ is issued as a 100% Small Business Set-Aside. Quotes will be evaluated and awarded as lowest price technically acceptable. Award of one (1) firm-fixed-priced task order is anticipated, travel expenses are expected and shall be incurred and reimbursed in accordance with the Federal Travel Regulations (FTR). Quotes not providing the required information and/or documents may be determined non-compliant with the RFQ requirements and therefore not considered for award. The following documents/information, at a minimum, must be submitted in response to the RFQ: (a) Firm-fixed-price amount for required services and an estimate for travel; (b) Identify the position(s) title(s) performing the required services (as listed on GSA contract); (c) Identify the GSA Contract Number and Category/SIN; and (d) Proof of State of Colorado licensing for "Lead Risk Assessors" and "Asbestos Building Inspector". In addition all federal certifications through a U.S. Environmental Protection Agency-approved training courses. Services (position) quoted must be on the vendor's GSA contract. Quote must identify the proposed discount off contractor's GSA schedule pricing, if any. In no event shall telephone discussions be construed as changes to the RFQ or place conditions on the solicitation. Only written amendments to the GSA eBuy RFQ shall constitute a change to the solicitation or specifications.
