Background
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, located in Norfolk, VA, is seeking to award a firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for Environmental Awareness Training System (EATS) Web-Based Subscription Services.

This initiative aims to enhance environmental training for Navy personnel and contractors, ensuring compliance with federal, state, and local environmental regulations. The contract will be solicited as a 100% Woman Owned Small Business opportunity.

Work Details
The contractor will provide comprehensive management, administrative, and technical support services to deliver and maintain web-based EATS to Navy activities worldwide. Key tasks include:
1. Site Maintenance and Subscription Service: Maintain the EATS sites and provide monthly subscription services for each site requested by the Government.
2. Training Performance: Provide web-based Environmental Awareness Training organized into media-specific training modules compliant with federal statutes.
3. Development of Mandatory Courses: Develop and provide at least 13 mandatory EATS classes that adhere to OPNAV M-5090.1 standards.
4. Customization: Create customized home pages for installations with specific instructions and content.
5. Testing and Certification: Implement competency tests for each training module and issue Certificates of Completion to users upon successful training completion.
6. Help Desk Support: Operate a help desk providing timely customer support via phone and email.
7. Content Maintenance: Regularly update training content to ensure regulatory accuracy and solicit input from Navy subscribers for improvements.

Period of Performance
The contract will commence on December 1, 2024, or the date of award, whichever is later, with an ordering period lasting up to 60 months.

Place of Performance
Services will be performed at various Navy installations worldwide.
