The Office of Civil Rights (OCR) within the Department of Education (Department)'s is seeking Federal Risk and Authorization Management Program (FedRAMP) Certificatied vendors to provide an Enterprise-wide survey tool (see attached SOW).

This SOURCES SOUGHT NOTICE and REQUEST FOR INFORMATION (RFI) is for market research and planning purposes only and shall not be considered to be an obligation by the Government to acquire any products or services. Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to: Determine what sources exist that can satisfy the Government's requirements in attached SOW. Determine the capabilities of potential contractors, Determine the size and status of potential sources, and Determine the level of competition THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSALS (RFP) AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT U.S. Department of Education.

Background
The Office of Civil Rights (OCR) within the Department of Education (Department)’s mission is to ensure equal access to education and to promote educational excellence through vigorous enforcement of civil rights in our nation’s schools. In order to implement the mission of the office, OCR needs to have access to critical, real-time data relating to policies, operations, staff, stakeholders, and other relevant civil rights and education topics. Data which it can easily collect, compile, analyze, and disseminate as needed.
OCR requires an enterprise-wide survey tool provide the necessary flexibility and functionality of data collection and analysis. An enterprise survey tool that will ensure survey data is available across the organization; that will measure, benchmark and act-on the feedback from various stakeholders, and will aid OCR in executing its mission while adding value to its programs and processes.

Work Details
OCR requires an enterprise-wide survey development and analysis tool. This tool must meet the following criteria in terms of functionality and usage: Create customized, professional, and user-friendly surveys. Gather real-time feedback from surveyed individuals. Gather survey data at multiple touchpoints (website, email, mobile, etc.). Access templates for standard surveys and commonly used research questions from a question bank. Be fully compliant with requirements of Section 508 of the Rehabilitation Act of 1973. Hold a Federal Risk and Authorization Management Program (FedRAMP) Certification and provide a standardized approach to security authorizations for Cloud Service Offerings. Automate delivery of surveys and schedule recurring surveys. Collect survey data in online and offline mode. Provide text analysis, advanced survey logic, and pass variables within surveys. Enter hard copy data and information into surveys.
Centralize survey data and allow account consolidation. Utilize survey data in automated office processes and existing workflows. Create various user reports (standard and ad-hoc) to analyze collected survey data. Provide HIPAA compliance services as needed. Provide collaboration tools for creating surveys and reviewing survey data results.
Incorporate and export survey data into different office applications (SharePoint, Tableau, email applications, social media, etc.). Create permission and role-based workgroups to allow teams to work on multiple surveys and share results within the organization.
Provide a centralized user administration of accounts with a single view of all survey data being collected across the organization. Establish settings that allow administrators to create and manage user roles and permissions at a regional and/or headquarters level.
Migrate and consolidate all existing survey data, even from other platforms, under one centralized network of accounts. Onboard new users and migrate existing accounts from former users to new users seamlessly.
Offer enterprise-wide access for approximately 60 users, with the option to add or remove users as necessary. Offer user authentication with single sign-on (SSO), auditing, and other standard security measures.
Provide customer support 24/7 via telephone, email, or chat.

Period of Performance
The period of performance will be 12 months from date of award, with four (4) option periods of 12 months each.
