THIS IS AN RFI/SOURCES SOUGHT NOTICE (SSN) ONLY. The U.S. Department of Agriculture, Forest Service (FS) requires a FedRamp certified, cloud-based, Software as a Service (SaaS) solution and operational support services for the end-to-end human resources functions. This Human Resources Support System will enable the FS to continue to meet its mission to sustain the health, diversity, and productivity of the Nation's forests and grasslands to meet the needs of present and future generations and further support its motto of "Caring for the Land and Serving People." The scope of this requirement for non-personal services is to obtain an integrated cloud-based solutions that performs personnel actions and human resources functionalities that together comprises a robust HRMS system and operational support for the HRMS. The HRMS will currently support over 32,000 employees and an average of 20,000 new hires annually. These numbers may fluctuate +/- 10% a year. The HRMS shall also be functionally severable/modularly based.It is anticipated that the Period of Performance would be for 10 years with a one (1) year base period of twelve (12) months and nine (9) twelve-month option periods. This RFI is issued solely for market research information and planning purposes, it neither constitutes a Request for Proposal (RFP) nor a promise by the Government to issue an RFP in the future.This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the FS is not at this time seeking proposals and will not accept unsolicited proposals.

The integrated HRMS system will need to support over 32,000 employees and an average of 20,000 new hires annually, with the ability to fluctuate by up to 10% each year. The contract has an anticipated period of performance of 10 years, with a one-year base period and nine option periods. The primary location for the solution and services will be virtual, with occasional onsite meetings at various Forest Service locations.
