Any questions, comments or clarifications concerning any aspect of the RFP shall be prepared in writing and submitted to the Contracting Officer and Contract Specialist no later than 4:00 PM EST five (5) business days after the RFP has been released. Questions will be answered by posting answers to the SAM website; accordingly, questions shall NOT contain proprietary or classified information. The Government does not guarantee that questions received after Friday, July 16, 2021 will be answered.

Phase I Proposals shall be delivered electronically via email to CrumRB@state.gov and MooregGC2@state.gov no later than the proposal due date/time specified in writing by the Contracting Officer - August 10, 2021 at 4 PM EST. Each Offeror shall contact the Contracting Officer by email to ensure receipt of proposal after it is delivered. State Department servers will not accept emails containing attachments in excess of 30MB.

Background
The Department of State’s Bureau of Diplomatic Security, Directorate of Cyber and Technology Security, Office of Cyber Monitoring and Operations, Cyber Operations (DS/CTS/CMO/CO) Division manages a comprehensive portfolio of cybersecurity tools deployed to secure the Department of State’s (DOS) networks and data. This document outlines the requirements supporting the technical refresh of the Department’s Enterprise Vulnerability Scanning Solution (EVSS).

Work Details
The Enterprise Vulnerability Scanning Solution (EVSS) contract requires the capability to rapidly scan, assess, and report on the security posture of the Department’s networks. The ideal solution will evaluate both IPv4 and IPv6 addressed endpoints, applications, and infrastructure for vulnerabilities. The Department needs a solution that will provide analysis, monitoring, reporting, configuration, as well as policy and device management.

The scope of the Department’s scanning responsibilities encompasses a hosted environment (network) that includes on-prem Sensitive but Unclassified (SBU), Classified enterprise networks, SBU Azure Cloud environment, and SBU AWS cloud environment. Various applications and services are hosted through multiple cloud service models such as IaaS, PaaS, and SaaS. The contractor is required to provide hardware and software delivery within thirty days After Receipt of Order (ARO).
