Enterprise Test Data Management

Background
The Federal Deposit Insurance Corporation (FDIC) is seeking qualified vendors to provide Test Data Management services in support of software and platform development requirements.

The goal of this contract is to enhance the reliability and security of FDIC's software products by implementing a robust test data management framework, which will accelerate testing cycles and minimize data handling risks in the test environment.

This initiative falls under the Business Intelligence Services Section (BISS) within the Chief Information Officer Organization (CIOO), which aims to provide enterprise-wide capabilities in data acquisition, management, and analytics.

Work Details
The contract involves providing Enterprise Test Data Management (ETDM) services, which include:
- Implementing a systematic approach to test data lifecycle management.
- Customizing data or application test environments based on project complexity (small, medium, large).
- Creating test data scripts and conducting tests data operations.
- Supporting testing integration and User Acceptance Testing (UAT).
- Ensuring compliance with security and privacy regulations through techniques such as data masking, anonymization, and encryption.

Deliverables include:
- ETDM Kickoff Presentation within 5 days after contract start.
- Current State Analysis report within 30 days.
- Future State Analysis report within 180 days.
- Implementation of Future State Analysis within 180 days of approval.
- Monthly Project Reports detailing performance metrics.

Period of Performance
The period of performance for this contract shall not exceed five years, consisting of a 12-month base period followed by four optional 12-month periods.

Place of Performance
All places of performance shall be within the contiguous forty-eight US states.
