Description

The Government is seeking industry input from 8(a) eligible firms at this time under the auspices of the Federal Acquisition Regulation (FAR) Part 19.8. The Department of Defense (DoD), United States Air Force, Air Combat Command (ACC), Acquisition Management Integration Center (AMIC) is issuing this Request for Information (RFI) as a means of conducting market research. Market research is being conducted to assist in determining the acquisition strategy for the subject requirement. The information provided from this request will also be used to determine market capability. THIS ANNOUNCEMENT CLOSES AT 3:00 PM (ET), 29 AUGUST 2022.

The scope of this effort shall include - the identification, processing, analysis, comprehension, and profiling of illicit indicators associated with historic web-based IP communication transactions. This transactional analysis is fused/correlated with other sources of information contained within classified and unclassified data repositories for All-Source analysis/production.

Background
The Department of Defense (DoD), United States Air Force, Air Combat Command (ACC), Acquisition Management Integration Center (AMIC) is seeking industry input from 8(a) eligible firms under the auspices of Part 19.8. The purpose of this Request for Information (RFI) is to conduct market research to assist in determining the acquisition strategy for the subject requirement and to determine market capability.

Work Details
The objective is to support the Nimitz Operational Intelligence Center (Nimitz OIC) to develop an organic, fully manned, Internet Protocol (IP) web-based communication technical analysis capability within its Counter Narcotics Division (CN Division) to detect and monitor global suspected or confirmed illicit maritime containerized cargo movements. Contractor services will support intelligence program and functions designed to support U.S. DoD, Law Enforcement, and Intelligence Community entities globally as an independent function or in conjunction with Partner Nations.

The scope of this effort includes providing non-personal services on IP traffic analysis that supports newly identified or ongoing Nimitz OIC CN Division analytic efforts to detect and monitor illicit maritime narcotics trafficking and associated networks on a global scale. The requested services shall include - the identification, processing, analysis, comprehension, and profiling of illicit indicators associated with historic web-based IP communication transactions. This transactional analysis is fused/correlated with other sources of information contained within classified and unclassified data repositories for All-Source analysis/production.

Period of Performance
An award is planned for 31 January 2023, if not earlier. The period of performance for this effort will consist of a six (6) month base period with four (4) one-year options. A transition period of forty-five (45) days is included in the base period.

Place of Performance
The primary places of performance are the National Maritime Intelligence Center (NMIC) at 4251 Suitland Road, Suitland MD 20395 and Customs and Border Protection (CBP) National Targeting Center (NTC) at 22330 Glenn Drive, Sterling, VA 20164.
