The Administrative Office of the United States (AO) intends to purchase a commercial user-friendly, flexible, configurable,
and scalable enterprise learning management system (LMS). The work under this contract includes enterprise
licensing, all tasks related to the configuration, integration, implementation, security and sustainment of the enterprise-
wide LMS solution within the context of all IT administrative systems across the Judiciary. There is a brand name justification associated with this acquisition for Cornerstone OnDemand software suite. See attached Solicitation. Questions are due by June 18, 2025 at 1:00pm Eastern Time. Proposals are due July 11, 2025 at 2:00pm Eastern Time.

Background
The Administrative Office of the United States Courts (AO) serves as the administrative arm of the Federal Judiciary. The Administrative Systems Office (ASO) manages national administrative IT systems for the Federal Judiciary, which provide a broad range of services including human resource administration, financial management, and space and facilities management.

The Judiciary seeks to award a contract to support a Learning Management System (LMS) that will enhance its education, training, and certification needs. This initiative aims to attract, develop, and retain a diverse and competent workforce by delivering comprehensive training programs.

Work Details
The contractor will provide a commercial user-friendly, flexible, configurable, and scalable enterprise learning management system (LMS). The work includes:
1. Enterprise licensing and all tasks related to configuration, integration, implementation, security, and sustainment of the LMS solution across all IT administrative systems within the Judiciary.
2. Project management and oversight to ensure alignment with agency direction through strategic plans and risk management.
3. Business analyses and process reengineering to identify inefficiencies in existing processes.
4. System functional requirements analyses to address functionality issues.
5. Information technology design, development, and testing to meet documented system requirements.
6. User support including Tier 3 help desk support for LMS users.
7. Operations and maintenance support including critical issue resolution and software upgrades.
8. Development of training methodologies tailored for various user groups.
9. Compliance with the Judiciary Information Security Framework (JISF) for security management services.

Period of Performance
The contract will be performed over multiple years starting from July 13, 2025, through July 12, 2035.
