Description

The purpose of this multiple vendor Blanket Purchase Agreement (BPA) is to procure Enterprise Infrastructure and Enterprise Architecture Services for HRSA's Office of Information Technology (OIT). The outcomes will enable HRSA to strengthen its Infrastructure Operations in support of its mission to improve and achieve health equity. Division of Infrastructure Services (DIS) is responsible for the enterprise level infrastructure related services for the agency including networking, application hosting, and cloud. HRSA's Chief Information Officer's (CIO) Office of Enterprise Architecture is responsible for overseeing HRSA's growing Enterprise Architecture. The tasks in this BPA are broad ranging to provide the technology services that HRSA will need to leverage to execute it's IT initiative successfully. TECHNICAL FACTOR WEIGHT (points) 1. Mock Call Orders Hypothetical #1 Infrastructure; Hosting Services and Identity and Access Management, DNS 15 Hypothetical #2 Cloud Service 10 Hypothetical #3: Enterprise Data Management & Governance 15 Hypothetical #4, HRSA Enterprise Data Warehouse Assessment 10 Total 100 Questions Offerors may submit questions requesting clarification of this requirement via GSA eBuy. Any clarifying information issued by the Government will be provided to all prospective offerors. All questions must be submitted by Wednesday, April 7, 2021 at 10:00 a.m. (EST) on GSA eBuy. Questions received after the due date and time will not be considered. No Exceptions. GSA e-Buy Electronic Submission Quotes must be received via GSA e-Buy by April 29, 2019 at 11:00 a.m. (EST) in order to be considered. In the rare event that GSA e-Buy is down or inoperable, offerors shall immediately notify the Contracting Officer via e-mail prior to the solicitation closing date and time. Offerors shall also contact the GSA helpdesk to register a help ticket/notice that GSA e-Buy is down or inoperable. The offeror must provide written evidence that they have notified GSA e-Buy that the system is down or inoperable so that arrangements may be made with the Contracting Officer to submit a quote via email prior to the solicitation closing date and time. Failure to notify the Contracting Officer prior to solicitation closing will automatically deem an offeror's quote as late and unacceptable.
Purchase Agency: Health Resources and Services Administration (HRSA), Department of Health and Human Services (DHHS)
Reason for Purchase: HRSA is procuring Enterprise Infrastructure Services to support its Office of Information Technology (OIT). The purpose is to improve HRSA's infrastructure operations and strengthen its ability to achieve health equity.
Work to be Acquired: The contractor will provide hosting services, identity and access management, and DNS services. They will also be responsible for contract management, project management, and transition in/out activities.
Timeframe: The base period of performance is 12 months from the effective date of the contract, with the possibility of four additional 12-month option periods.
Place of Performance/Delivery: The work will be performed both onsite at HRSA's location in Rockville, MD, and offsite at the contractor's location. Contractor staff may be required to attend meetings at HRSA's Parklawn Building or participate in virtual meetings. In the event of government closure or non-access to the government site, the contractor may work at an alternative location.
Notable Information: Contractor personnel will use government-furnished equipment (GFE) that has been configured for security by HRSA's Office of Information Technology. The contractor will be reimbursed for approved travel expenses outside of the Washington, DC Metropolitan area. The contractor is responsible for providing a Transition In plan and may need to provide a Transition Out plan if the contract is re-competed before completion.
