Description

THIS NOTICE IS ISSUED AS AN RFI ANNOUCEMENT FOR INFORMATION PURPOSES. This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or solicitation, nor does it represent any commitment by the Government. Since this is an RFI announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. SpOC/SAIO will not accept or acknowledge emails over 5MB, brochures, samples, catalogs, and any other marketing solicitation information. All responses shall comply with the criteria established in this RFI to be considered for review.

Purpose:
The Government is performing market research to support acquisition strategy decisions as they relate to determining if a small business set aside is appropriate as well as the best execution method (order under an existing IDIQ, solicitation/award via sam.gov, GSA schedule, etc.). Therefore, we further invite offerors to provide a capability statement in response to this requirement. Prospective contractors shall be registered in the System for Award Management (SAM) prior to award of any Federal Government contract. Contractors are encouraged to obtain further information on SAM registration at the following website: https://sam.gov/.

The professional services in the DRAFT PWS requires offerors to provide United States Space Force (USSF) Enterprise Information Services (EIS) support for SpOC SharePoint sites, EIS Training for HQ SpOC users, and Enterprise Task Management Software Solution (ETMS2) license management and team names/workflow support for USSF units. USSF is defined as US Space Force Field Commands and Centers: Space Operations Command (SpOC); Space Systems Command (SSC); and Space Training and Readiness Command (STARCOM) and their units. EIS is defined as collaboration tools e.g., SharePoint, MS Power Platform (Apps/BI), ETMS2, and MS Teams. All performance shall be in accordance with this Performance Work Statement (PWS).

Industry Response:
All responses shall be received by Friday, May 16, 2025 @ 12:00 PM Mountain Time. No extension to the response date will be considered. Send responses via e-mail to Ms. Kerri Kramer, kerri.kramer@spaceforce.mil. Responses shall be no more than 10 pages (single spaced, front and back, no smaller than Times New Roman, font size 12 or equivalent). If submissions exceed the page count noted, the Government reserves the right to only review the first 10 pages and may disregard the remainder of the submission. Extraneous materials (brochures, manuals, etc.) will not be considered.

For the DRAFT PWS, interested offerors are encouraged to submit questions/feedback for Government review. The intent of obtaining questions/feedback on the PWS is to further assist industry when proposing on the PWS and to streamline the solicitation process. The Government will not post official responses to the questions/feedback but they will be reviewed by the Government. If questions/answers are provided the details will be shared to all respondents.

Background
The United States Space Force (USSF) is conducting market research to determine the appropriate acquisition strategy for Enterprise Information Services (EIS) support. The goal is to assess if a small business set-aside is suitable and to identify the best execution method for the contract. This includes providing support for SpOC SharePoint sites, EIS training for HQ SpOC users, and management of the Enterprise Task Management Software Solution (ETMS2).

The USSF encompasses various commands including Space Operations Command (SpOC), Space Systems Command (SSC), and Space Training and Readiness Command (STARCOM).

Work Details
The contractor will provide non-personal services under the following tasks:
1. **SpOC EIS Solutions Team**: Support approximately 8,000 end users with SharePoint site management, permissions, service desk support, application management, and business data analysis.
- Develop SharePoint applications with a level of effort between 4 to 80 hours each.
- Manage ETMS2 licenses for 3,500 users and provide help desk support.
- Conduct training sessions on SharePoint and ETMS2 tools.
2. **AF Portal Responsibilities**: Manage content on the SpOC AF Portal, ensuring proper permissions and oversight of content managers.
3. **EIS Solutions Team**: Provide customer training on collaboration tools like MS Teams and Power Platform, ensuring compliance with security requirements.
4. **SharePoint Governance**: Conduct annual reviews of SharePoint governance to ensure compliance with established policies.
5. **Service Desk Support**: Provide on-site support during normal operating hours for all EIS applications, responding to user inquiries promptly.

All on-site activities will be conducted at Building 1, 150 Vandenberg Street, Hartinger Building, Peterson SFB, CO.
