Enterprise Funds Distribution (EFD) systemic interface with the Defense Agency Initiative (DAI)

Background
The Defense Finance Accounting Service (DFAS) is seeking sources and capability statements for Enterprise Funds Distribution (EFD) systemic interface with the Defense Agency Initiative (DAI). The EFD initiative was established in 2006 to provide visibility of funds distributed through and across the Department of Defense (DoD) and to harmonize service and agency funds distribution systems. The EFD system is scheduled to establish a systemic interface with the Defense Agency Initiative (DAI) by the end of Fiscal Year 2024.

Work Details
The Contractor shall develop systemic interfaces and transfer capabilities and functionalities by the end of Fiscal Year 2024. This includes critical elements such as:
- Mapping and testing of Systemic Outbound Files
- Mapping and testing of DAAS/GEX File Exchange
- Monthly status reporting
- Integrated master schedule submission
- Monthly resource report preparation
- Completion of Working Integrated Product Team (WIPT) Sessions
- Completion of Documentation Drafts
- Installation of the CGI tested Momentum Software
- Upgrade development and implementation fixes to software
- DFAS SIT (Technical) testing support
- DFAS SAT (Functional) testing support
- Acceptance of the Final Momentum software for EFD
- Post-implementation support.

Period of Performance
Base Year: 1 March 2024 – 30 September 2024

Place of Performance
The primary place of performance will be by telework at the Contractor’s location. On-site work may occur at DFAS Columbus.
