Description

This is a Sources Sought Notice ONLY. The United States Army is planning to procure Fire Alarm Control Panel (FACP) systems on a brand name basis from specific manufacturers for all IMCOM installations located within the Continental United States (CONUS), Alaska, Puerto Rico, and Hawaii as well as some Overseas U.S. Army garrison locations in order to standardize FACP systems across all Army Installations.

Background
The United States Army, through the Headquarters of the U.S. Army Installation Management Command (IMCOM), is planning to procure Fire Alarm Control Panel (FACP) systems from specific brand name manufacturers. This initiative aims to standardize FACP systems across all Army installations located within the Continental United States (CONUS), Alaska, Puerto Rico, Hawaii, and select overseas U.S. Army garrison locations.

The goal is to achieve lifecycle replacement and new installations of FACP systems in alignment with the Army Facility and Construction Category Management Policy. The Facilities Category Manager has identified that standardization will enhance cost efficiency and reduce total ownership costs over a 10-15 year period by limiting procurement to four manufacturers: Honeywell, Johnson Control, Monaco, and Siemens.

Work Details
The contract will involve the procurement of Fire Alarm Control Panel (FACP) systems specifically from the identified manufacturers for both lifecycle replacements and new installations at various Army garrisons. The standardization will ensure that only a single product line from each selected manufacturer is utilized at each garrison, as different product lines are not interchangeable.

This approach allows IMCOM contracting activities to solicit Firm-Fixed-Price (FFP) contracts for FACP system replacements and ensures that any new installations required as part of larger construction projects will be managed by the U.S. Army Corps of Engineers (USACE). The contract aims to minimize downtime, reduce costs, and enhance workforce efficiency by consolidating procurement efforts.
