The Jet Propulsion Laboratory (JPL) is seeking information from qualified vendors regarding their capability to provide computer hardware to the laboratory's end users. This RFI is for planning purposes only and does not constitute a solicitation or commitment to procure any services. Neither JPL nor the U.S. Government will be responsible for any costs incurred by you in furnishing any information. Responses received will be carefully reviewed by JPL and may be considered as part of a future solicitation. Prospective subcontractors are advised that any information provided shall be deemed to be furnished with unlimited rights to JPL, with JPL assuming no liability for the disclosure, use, or reproduction of such data.

This RFI is to also gather information of potential qualified sources and to obtain your business size relative to the following NAICS code: 541513 Computer Facilities Management Services, with a size standard of $37 million dollars. Responses to this RFI may be used by JPL to make appropriate decisions regarding a Small Business Set-Aside procurement. All responses shall be submitted by 3/25/2026 electronically to the undersigned, per the instructions set forth in Request for Information Submittal (page 2).

Below are some critical dates as it pertains to this Request for Information (RFI):

  • Written RFI Questions are due by 3/12/2026 via submission to the undersigned by email. Questions after this date may be asked during an anticipated JPL-hosted webinar but no written questions will be accepted after 3/12/2026.
  • JPL will respond to written questions by 3/19/2026.
  • As stated above, all responses shall be submitted by 3/25/2026.

Background
The Jet Propulsion Laboratory (JPL), managed by the California Institute of Technology, is NASA's center for robotic exploration of the solar system. JPL's mission includes critical, nationally significant projects that require a robust IT infrastructure. This Request for Information (RFI) aims to gather information from qualified vendors regarding their capability to provide computer hardware to JPL's end users as part of a future solicitation. The RFI is intended for planning purposes only and does not constitute a commitment to procure services.

Work Details
JPL seeks to implement a Managed Device Lifecycle model for its computing fleet, which includes approximately 5,000 Windows computers, 2,000 Apple Mac computers, and 250 Red Hat Enterprise Linux computers. The vendor will be responsible for providing a fixed-price solution for Windows-based hardware and flexible acquisition paths for Apple hardware. The proposed solution should follow a 'PC-as-a-Service' methodology and include:

1. **Fixed-Price Windows/Linux Fleet**: Provisioning of 5,250 units comprising 5,000 Windows devices and 250 Linux devices with identical hardware specifications.
- **Standard Laptop**: 2,500 units with specific performance criteria.
- **High Performance Mobile Workstation**: 2,000 units designed for CAD and data analysis.
- **High Performance Desktop**: 750 units optimized for heavy computational tasks.

2. **Flexible Apple Computer Acquisition**: Mechanism for purchasing Apple MacBook Pro laptops on a payment plan.

3. **Service Level Responsibilities**: Including procurement & financing, warehousing, imaging & provisioning, lifecycle management, and sanitization of devices at end-of-life.

4. **Transition & Legacy Fleet Management**: Managing existing legacy assets during the transition period while ensuring secure data sanitization and environmentally responsible disposal.
