Enterprise Document Management Platform & CEDMS Modernization

Background
The Department of War (DoW) is seeking information on cloud-native, platform-as-a-service (PaaS) capabilities via the Joint Warfighting Cloud Capability (JWCC) to establish a foundational Enterprise Document Management Platform.

The immediate mission is the modernization of the Corporate Electronic Document Management System (CEDMS) and the digitization of 1.5 billion legacy microfiche records. The goal is to move away from complex and fragmented legacy document management systems toward a standardized, cloud-native data fabric that enhances enterprise-wide reporting and auditability.

Work Details
The contract involves several key tasks:
1. Rapid ingestion, Optical Character Recognition (OCR), and management of 1.5 billion legacy microfiche records, transforming unstructured data into a queryable asset.
2. Completing the CEDMS modernization effort by subsuming all existing CEDMS functions and serving as the primary enterprise document management system for the organization.
3. Building a new multi-tenant repository capable of onboarding disparate document systems across the Department while providing business intelligence and data exploitation capabilities.

Specific requirements include leveraging JWCC-native services for OCR, indexing, search, and user interface; developing a technical strategy for rapid ingestion and indexing; utilizing native cloud analytics for reporting; ensuring multi-tenant scalability; implementing an API-first integration approach; enforcing Zero-Trust security measures; providing a roadmap for migrating existing applications like CEDMS; and estimating costs for implementation and sustainment.

Period of Performance
The period of performance will encompass the duration required to complete the digitization of 1.5 billion records and modernize the CEDMS system.

Place of Performance
The place of performance will likely involve cloud-based infrastructure accessible by relevant DoW personnel.

Bidder Requirements
Bidders must demonstrate experience with cloud-native solutions, particularly in document management systems, OCR technology, data ingestion processes, and compliance with FADGI standards. They should provide evidence of recent contracts relevant to this scope, including contract number, dollar value, period of performance, scope details, CAGE code, UEI/DUNS number, and small business status.
