Enterprise Data Management(EDM) Solutions Services, Data Inventory and Tagging

Background
The Internal Revenue Service (IRS) is seeking support for its Cybersecurity Information Protection Enhancement Controls (CIPEC) program, which aims to enhance and standardize data protection controls across the enterprise. This initiative is critical due to the increasing volume and sensitivity of taxpayer data, necessitating robust measures to protect Federal Taxpayer Information (FTI), Personally Identifiable Information (PII), and Sensitive but Unclassified (SBU) information.

The IRS's mission includes safeguarding taxpayer data against unauthorized access and ensuring compliance with federal cybersecurity mandates such as Executive Order #14028 and OMB M-22-09. The agency is exploring potential sources capable of providing these services, particularly in expanding its current Enterprise Data Management (EDM) Microsoft/Azure implementation to include non-Microsoft cloud systems.

Work Details
The contractor will provide comprehensive support for Data Inventory and Tagging (DIT) services, which includes:
1. Program and project management support to oversee all activities performed by contractor personnel;
2. Requirements gathering, architecture design, and implementation support for DIT solutions across hybrid environments;
3. Operations and maintenance support for existing DIT solutions;
4. Strategy development for enhancing enterprise business processes related to data protection;
5. Compliance with federal cybersecurity initiatives through continuous monitoring and risk management practices.

Specific tasks include cataloging sensitive data, integrating automated classification controls, developing dashboards for data governance, conducting monthly status reports, creating a quality control plan, facilitating project kick-off meetings, and ensuring alignment with Zero Trust principles.

Period of Performance
The contract will be performed over a period of 12 months from January 11, 2026, to January 10, 2027.

Place of Performance
Contractor personnel will execute tasks at a location authorized by the Contractor’s corporate authority with approved access to the IRS network. Telework is authorized for all contractor staff supporting the IRS DLP in the Cloud System.
