Enterprise Data and Analytics Modernization Initiative Data Quality

Background
The Department of Homeland Security (DHS), specifically the Federal Emergency Management Agency (FEMA), is seeking contractor expertise to enhance its data management processes and architecture. Work Details
The contractor will be responsible for evaluating FEMA's current data management processes and identifying gaps in data quality and governance. Key tasks include:
- Assessing innovative technologies that could enhance enterprise-scale data quality, governance, and architecture.
- Developing strategies for training 100 data stewards with varying technical skills and implementing change management processes within a large organization.
- Documenting the data architectures of 100 disparate systems.
- Providing recommendations on tools, platforms, and technologies for the project, including any necessary licenses or subscriptions.
- Delivering an itemized Rough Order of Magnitude (ROM) one-year cost estimate that outlines key cost drivers and assumptions impacting the estimate.
- Proposing a labor mix for the project detailing roles, skill levels, and estimated hours for each labor category such as enterprise architects and data architects.
- Identifying potential risks, constraints, or limitations in executing the project along with mitigation strategies.
