Description

The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Enterprise Architecture, requires contractor expertise to evaluate the agency's data management processes and data architecture to address gaps in data quality and governance, by using a business and enterprise architecture approach that aligns business and IT goals using the Federal Enterprise Architecture Framework (FEAF). This effort will support FEMA's data strategy through the Enterprise Data and Analytics Modernization Initiative (EDAMI) program office, which covers over 100 systems agency-wide, and is being built with various Azure data and ML services such as DataBricks. The EDAMI program has achieved initial operating capability in its FEMADex system but is experiencing data quality issues in its ETL pipelines as many data stewards are not properly preparing and documenting data for ingestion. As a result, data users of the FEMADex analytics platform are unable to make full use of the existing datasets loaded into the data fabric.

Background
The Department of Homeland Security (DHS), specifically the Federal Emergency Management Agency (FEMA), is seeking contractor expertise to enhance its data management processes and architecture. This initiative is part of the Enterprise Data and Analytics Modernization Initiative (EDAMI) program, which aims to improve data quality and governance across over 100 systems agency-wide.

The program utilizes various Azure data and machine learning services, including DataBricks, to support FEMA's data strategy. Currently, the EDAMI program has achieved initial operating capability with its FEMADex system but faces challenges related to data quality in its ETL pipelines due to inadequate preparation and documentation by data stewards, hindering effective use of datasets by analytics users.

Work Details
The contractor will be responsible for evaluating FEMA's current data management processes and identifying gaps in data quality and governance. Key tasks include:
- Assessing innovative technologies that could enhance enterprise-scale data quality, governance, and architecture.
- Developing strategies for training 100 data stewards with varying technical skills and implementing change management processes within a large organization.
- Documenting the data architectures of 100 disparate systems.
- Providing recommendations on tools, platforms, and technologies for the project, including any necessary licenses or subscriptions.
- Delivering an itemized Rough Order of Magnitude (ROM) one-year cost estimate that outlines key cost drivers and assumptions impacting the estimate.
- Proposing a labor mix for the project detailing roles, skill levels, and estimated hours for each labor category such as enterprise architects and data architects.
- Identifying potential risks, constraints, or limitations in executing the project along with mitigation strategies.

Period of Performance
The geographic location(s) the contract will be performed (if provided)

Place of Performance
The contract will be performed at locations relevant to FEMA's operations; specific geographic locations have not been provided.

Bidder Requirements
Bidders must demonstrate their ability to fulfill all requirements as a prime contractor or outline any necessary teaming arrangements or subcontracting relationships. They should also provide capabilities related to addressing gaps in FEMA’s current data management and governance capabilities.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract, with ICF awarded GS35F328DA-70FA3124F00000033 (about $18.8M, 05/07/24–05/06/27) to provide agile support for EDAMI, including software/data engineering support tied to FEMADex pilot evaluation and development toward IOC/FOC. The Informatics Applications Group also received HHSN316201200203W-70FA3123F00000075 (about $5.4M, 09/19/23–06/19/26) for EDAMI data migration, engineering, and system integration. The current requirement to assess FEMA’s data management processes and data architecture to address EDAMI/FEMADex data quality and governance gaps aligns with these prior EDAMI-focused engineering and modernization efforts supporting the same platform and data pipelines.
