The purpose of this amendment is to change the solicitation parameter from full and open competetion to a brand name or equal acquisition.

This solicitation is looking to acquire the Hyland Alfresco system, or equal, as determined by the specifications listed out in the PWS dated 16 July 25

The reason for this change is to ensure compatibility with Air Force Cyber Security systems, ensure continous ATO renewals, and compatability with exsisting Air Force IT systems.

Additionally attached is a list of RFI questions that have already been answered pretaining to this requirement. If there are any additional questions please submit them by August 27th at 1300 CET.

ECM software installation and support for 31 CES TQMS project implementation as defined in this Performance Work Statement dated 16 July 25 except for those items specified as government furnished property and services.

An onsite solution is non-negotiable, due to the nature of the requirement a cloud-based solution will not be accepted.

Due to the nature of the software, and the need for integration with Air Force systems, any and all proposed solutions must be compatible with AF Cyber Security requirements, if a solution proves to be incompatible with AF Cyber Security requirements, the government reserves the right to award to the next qualified vendor.

Vendors are expected to review the entirety of the solicitation document and its attachments.

Background
The contract is issued by the 31st Civil Engineer Squadron (CES) at Aviano Air Base. It aims to implement an Enterprise Content Management (ECM) system to address compliance issues with host nation laws regarding certifications and certification management. The current file management system is inefficient, leading to wasted man-hours and non-compliance. The goal of this contract is to provide software installation and support for the TQMS project implementation, ensuring that core infrastructure files are effectively managed.

Work Details
The contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services required for ECM software installation and support. Key tasks include:
1. Conducting an analysis of organizational requirements on-site.
2. Assisting IT staff in analyzing documents, workflows, and lifecycles to create a tailored CMIS-based ECM solution that must be deployed on-site (cloud solutions are not acceptable).
3. Deploying and configuring the ECM solution along with related services such as repository management, database setup, search engine integration, workflow engine configuration, messaging service setup, caching service implementation, web-based user interfaces development, and API integrations on organizational servers.
4. Training IT staff in maintaining the ECM environment independently including updates, backups, disaster recovery strategies, data restoration processes, and ensuring system redundancy.
