Enterprise Collection Planner (ECP)   4

Background
The Air Force has a requirement to establish an Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the Enterprise Collection Planner (ECP) in support of the Air Force Distributed Common Ground System (AF DCGS).

This acquisition is intended to obtain sustainment and logistical support services necessary for the continued operations of the ECP software system. The contract is a sole source requirement to BAE Systems Information and Electronic Systems Integration Inc., located in San Diego, California. The authority for this contract is based on 10 U.S.C. 2304 (c) (1), which allows for procurement from only one responsible source when no other supplies or services will satisfy agency requirements.

Work Details
The contractor is required to provide a proposal for the IDIQ as well as the first task order, which includes engineering and support services as detailed in the Task Description.

The Schedule includes various Contract Line Item Numbers (CLINs) with associated Pricing Arrangements, Quantities, Units of Issue, and Descriptions:
- CLIN 0001: CPFF, 1 LO Engineering Services (Agile)
- CLIN 0002: FFP, 1 LO Program Management Support
- CLIN 0003: FFP, 1 LO Material
- CLIN 0004: NSP, 1 LO Data
- CLIN 0005: CPFF, 1 LO Flight Test Support
- CLIN 0006: CR-NF, 1 LO Travel. The contractor must also prepare and submit certified cost or pricing data and utilize the DFARS Proposal Adequacy Checklist as part of their proposal submission.

Period of Performance
Orders may be issued for a period of 18 months from the effective date of the contract against the CLINs included in the schedule. The Basic Ordering Period is from October 22, 2024 to October 21, 2025 (12 months), followed by Ordering Period I from October 22, 2025 to April 21, 2026 (6 months). There is an option to extend services for a maximum of an additional six months.
