Enrolled Agent Specialist Enrollment Examination (EA-SEE)

1. This is a combined synopsis/solicitation for commercial items and services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The solicitation (2032H8-24-R-00012) is being issued as a Request for Proposal. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal.

2. The North American Industry Classification System (NAICS) code is 611710 Educational Support Services. Offerors must be registered in sam.gov in order to be considered for award.

3. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. The Government contemplates an award of a Firm Fixed Priced contract resulting from this solicitation.

4. Description of services: The RPO has a need to procure contractor support for the continued development and administration of the EA-SEE. The contractor that is awarded the next contract must ensure that the examination format they develop is consistent with the established examination format described in Section 4.01, Test Development.

The Contractor shall be responsible for test development and administration, including; hosting, and maintaining a system to capture candidate data and collect payment from the candidate, delivering testing in both computer-based and paper-based formats, providing customer service to candidates, and recording and transferring test results to the Government and/or its designee. An easy, quick, and secure means to schedule examinations must be provided. The Contractor shall provide controlled, professional, and accessible facilities for test administration.

5. This combined synopsis & solicitation notice is a request for competitive proposals.

The Government will award a single contract resulting from this RFP to the responsible offeror whose offer represents the best value in terms of technical capability and price. Please refer to the attached solicitation for Proposal Instructions and Evaluation Factors for Award.

6. Offers are due on September 17, 2024 10:00 AM EST. Submit offers or any questions to the attention of Zachary Slater via email Zachary.Q.Slater@irs.gov. Offerors who fail to complete and submit the requirements as described in the solicitation may be deemed non-responsive.

Background
The Internal Revenue Service (IRS), a bureau of the Department of the Treasury, is seeking contractor support for the continued development and administration of the Enrolled Agent Specialist Enrollment Examination (EA-SEE).

The IRS's Return Preparer Office (RPO) aims to improve taxpayer compliance by overseeing registration, testing, and suitability of Enrolled Agents (EAs) and EA candidates. Work Details

The contract will include a six-month Base Period from September 1, 2024, to February 28, 2025, followed by four twelve-month Option Periods extending through February 28, 2029.

Place of Performance
The contract will be performed at various locations as specified in the delivery schedule.
