Enhanced Markmanship Training System

This requisition is for a firm fixed-price Federal Supply Schedules order placed against a Multiple Award Schedule (MAS) contract using FAR 8.4 Procedures. The order will be limiting sources to only MAS SIN 333318TDTM and/or 611430 vendor, Conflict Kinetics Corporation (CK) (Small Business) MAS Contract Number: 47QREA21D001F. Sole Source/Brand Name Justification (refer to RFQ1592275). This action is for a five (5) year single award BPA (one (1) base-year, plus four (4) option years) for a comprehensive marksmanship training system that allows specialized United States Marine Corps (USMC) Security Forces to train in various simulated diverse environments, in real time with varying levels of difficulty. The synthetic weaponry must be of the same weight as actual weapons, to include simulated recoil. The requirement involves the use of the synthetic training system, programming, and on-site operational and training support. The system is intended for cognitive adaptive development of shooting capabilities beyond simple marksmanship abilities. This requirement will be procured against MAS SIN: 333318TDTM and/or 611430. In accordance with FAR 8.404(d), GSA has already determined the prices of supplies and fixed-price services under schedule contract to be fair and reasonable. Noncertified cost and pricing data and/ or commercial pricing MAY be requested from the proposed awardee to further substantiate price fair and reasonableness. Place of Performance: (MCSF) Regiment at Chesapeake, VA, Bangor, WA, and Kings Bay, GA. The overall goal of the Acquisition Center is to provide the Government a fast and efficient way for Federal Agencies to requisition for commodities at discounted prices with prompt, cost effective delivery and customer service. It will be awarded using the evaluation criteria of lowest price technically acceptable with FOB Destination Pricing. New products shipped within the Continental United States (CONUS) and (OCONUS) will be delivered within 90 calendar days ARO. These items are proprietary to CK. Quoted part number must be Trade Agreement Act (TAA) compliant and Brand Name Only match to the requested part number to be considered for award. Items are subject to review by the Northeast and Caribbean Supply & Acquisition Technical Branch and the customer prior to award. Also, quoted item must be on MAS SIN 333318TDTM and /or 611430 at the time of quote. Quotation shall be submitted electronically via the GSA EBuy system.
