The U.S. Army's Rapid Capabilities and Critical Technologies Office (RCCTO) is issuing a competitive Request for Prototype Proposals (RFPPs) with the intent of awarding one (1) or more Other Transaction Agreement for Prototype (OTAP) in accordance with (IAW) 10 U.S.C. 4022. Only U.S. companies with the ability to process and store CONTROLLED UNCLASSIFIED INFORMATION (CUI) are eligible to submit a proposal.

Background
The U.S. Army’s Rapid Capabilities and Critical Technologies Office (RCCTO) is issuing a competitive Request for Prototype Proposals (RFPP) to develop a Contested Logistics (CL) framework. This initiative aims to enhance the Army's logistics capabilities in contested environments, addressing challenges such as enemy threats, degraded infrastructure, limited resources, environmental challenges, and lack of security.

The goal is to provide a reliable and secure flow of supplies and services while maintaining operational readiness under adverse conditions.

Work Details
The contractor will develop software that utilizes Artificial Intelligence (AI) and Machine Learning (ML) technologies to analyze various data types for planning and optimizing logistics scenarios. Key tasks include:
1. Developing a CL framework for enhanced intelligence and visualization of in-transit assets, including predictive maintenance requirements.
2. Utilizing AI/ML technology to identify potential enemy threats to logistics at operational and tactical levels.
3. Integrating real-time data analysis with large language models (LLMs) and knowledge graphs to support decision-making.
4. Addressing gaps in logistics operations by applying AI technologies for maintenance, supply chain management, asset tracking, and communications.
5. Demonstrating the software's capabilities through real-time data analysis and providing a common operating picture (COP).
6. Delivering software that meets specified objectives in a Microsoft 365 Government Community Cloud High environment, ensuring it can be deployed in combat settings.

Period of Performance
The period of performance for this contract is twenty (20) months from the date of contract award.

Place of Performance
Potential places of performance include Fort Shafter, Hawaii; Huntsville, Alabama; Wiesbaden, Germany; Aberdeen Proving Grounds, Maryland; and other locations as required.
