England - CERCLA REMEDIAL INVESTIGATION AND RESPONSE ACTIONS AT FORMER ENGLAND AIR FORCE BASE, LOUSINANA   2

Background
This contract involves providing A-E services to complete a Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) program Remedial Investigation (RI) and Response Actions in support of the United States (U.S.) Air Force Civil Engineer Center (AFCEC) environmental program. The former England Air Force Base operates under Hazardous Waste Permit #LA9572124452-CA-RN-1-MO-1, issued by LDEQ in September 2010. The contract will be performed at former England Air Force Base located near Alexandria, Louisiana.

Work Details
The tasks include conducting a CERCLA Remedial Investigation and Response Actions at the former England Air Force Base. This involves characterizing environmental conditions, defining the nature and extent of PFAS contaminants, assessing risk to human health and the environment, identifying preliminary remedial alternatives, and implementing Response Actions such as removal or interim remedial actions.
Additionally, the work also includes conducting a Preliminary Assessment (PA) to identify locations where aqueous film forming foam (AFFF) may have been stored, used, or disposed of.
Moreover, the contractor is required to establish a project web site, prepare and submit progress reports, develop a Work Breakdown Structure (WBS), maintain schedules for tracking work progress, provide photo documentation, perform Contract scoping and plan development services, comply with the Environmental Resources Program Information Management System (ERPIMS) data deliverable requirements, provide support for meetings and conference services including public meetings and hearings, assist with oral/written interaction with interested parties related to the project, notify critical issues affecting contract performance and human health/environment, coordinate work site activities to ensure protection of human health/environment and prevent damage to property/utilities/materials/supplies/equipment.
