Amendment 7 is extending the closing date to August 20, 2024.

Amendment 6 is answering questions and revising the SOW.

Question: Is this contract expected to be awarded as a firm fixed price?

Answer: Yes, this requirement will be a firm fixed price contract.

Question: Will CLIN 0053, Contactor Furnished Equipment, be a cost reimbursable CLIN?

Answer: Yes, all costs will be reimbursed, but must be approved by the Government in advance.

Question: Reserved Positions.

To avoid any ambiguity, all reserved positions are no longer annotated in the SOW (See revised SOW for details). All reserved positions will be listed in the schedule only.

Question: Can you please clarify which positions are Reserved and which positions are expected to be filled at contract start?

Answer: The positions listed as (Reserved) in the schedule are the positions that are currently reserved in the current task order/contract. We cannot clarify which positions are expected to be filled at contract award. It is up to the individual product lines and based on available funding. We are requesting quotes for all positions listed in the schedule to give us the flexibility to uttilize any position as the need arises.

Amendment 5 is correcting the schedule for the overtime CLINs 0024, 0025, and 0026 and subsequent option period CLINs from 12 months to 12 hours for each CLIN. Also, answering questions posed by a prospective Contractor.

Question: Will travel CLINs 0031, 0032, 0035, 0051, 0052, and CFE CLIN 0053 all be Cost Reimbursable CLINs?

Answer: The travel CLINs are all cost reimbursable CLINs that are governed by the rates establish by GSA for pre-authorized travel by the Government.

Question: CLINs 0024-0026 are notated as Overtime and are in unit of months. Would these overtime CLINs be used for billing the entire month if ANY overtime is required for that labor category in that month? Or is the Government's intent to use hourly rates for overtime?

Answer: It is the Government's intent to use hourly rates for overtime. The schedule was corrected and will be an attachment to this solicitation.

Amendment 4 is removing the requirement for the Contractor to submit resumes' with the proposal. Additionally, a question and answer form is listed with the revised attachments. The solicitation is extended to August 15, 2024.

Amendment 3 is correcting the requirement for a Bachelor of Science degree in Electrical or Systems Engineering in the Statement of Work to read: is desired for the Avionics/Electrical Systems Engineer - MRR, Page 61 of 88. Revised Attachment 7 attached.

Amendment 2 is correcting the requirement for a Bachelor of Science degree in Electrical or Systems Engineering to read: is desired for the Avionics/Electrical Systems Engineer - SRR, Page 2 of 55 and Avionics/Electrical Systems Associate Engineer - SRR, Page 4 of 55. Revised Attachment 7 attached.

Amendment 1 is correcting the due date in Attachment 3 - Terms and Conditions, "Addendum" , Paragraph 4 on page 29 of 52 to July 26, 2024. Attached is the amended Attachment 3.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 70Z03824RB0000007 is issued as a Request for Proposal (RFP) using the procedures of FAR 12 in conjunction with FAR 15. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 effective 22 May 2024.

The applicable North American Industry Classification Standard Code is 541330, Exception 1 - Military and Aerospace Equipment and Military Weapons. The small business size standard is $47 million. This is being solicited as a competitive 8(a) requirement. All responsible sources may submit a proposal which shall be considered by the agency.

The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Elizabeth City, NC intends to negotiate and award an Indefinite Delivery Requirements type contract to any responsible Contractor enrolled in the 8(a) business development program that can provide the services as outlined in the Statement of Work and Terms and Conditions. The contract will consist of a one-year Base Period and four (4) one-year Option Periods.

NOTICE FOR FILING AGENCY PROTESTS

United States Coast Guard Ombudsman Program

It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time- consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO).

Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the Contracting Officer or Ombudsman.

Informal Forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the applicable Contracting Officer. If the Contracting Officer is unable to satisfy their concerns, interested parties are encouraged to contact the U.S. Coast Guard Ombudsman for Agency Protests. Under this informal process the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable).

Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester's concerns are unresolved, an Independent Review is available by the Ombudsman. The protester may file a formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program.

Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. To be timely protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted electronically to OPAP@uscg.mil and the Contracting Officer or by hand delivery to the Contracting Officer.

Election of Forum. After an interested party protests a Coast Guard procurement to the Contracting Officer or the Ombudsman, and while the protest is pending, the protester agrees not to file a protest with the GAO or other external forum. If the protest is filed with an external forum, the agency protest will be dismissed.

Background

Work Details
A requirement exists to provide Engineering Support Services for the United States Coast Guard (USCG), Aviation Logistics Center (ALC), Short Range Recovery (SRR), Medium Range Recovery Range (MRR), Medium Range Surveillance (MRS), and Long Range Surveillance (LRS) Divisions at the United States Coast Guard (USCG) Aviation Logistics Center (ALC) in Elizabeth City, NC. This support includes research and analysis of various maintenance and supply issues for USCG aircraft, engineering services, project management, technical expertise, and logistics support to upgrade, convert and sustain aircraft. The contract will be scalable to include tasks and services required by the government on an 'as needed' basis relevant to the conversion, upgrade, and/or sustainment of USCG aircraft.
