Background
The Department of Defense (DoD) is seeking engineering support for Electro-Optic and Infrared (EO/IR) measurements and simulations. This contract aims to enhance the capabilities in EO/IR technology, which is critical for various defense applications. The solicitation is a Total Small Business Set-Aside, emphasizing the government's commitment to supporting small businesses in fulfilling its requirements.

Work Details
The contractor shall provide comprehensive engineering support as outlined in the Statement of Work (SOW), which includes:
1. BASE YEAR LABOR: Furnishing all labor necessary to meet the SOW requirements.
2. BASE YEAR OTHER DIRECT COSTS (ODCs): Providing necessary ODCs including travel and materials/equipment, billed exclusive of fee.
3. BASE YEAR DATA AND REPORTS: Supplying all data as required by the Contract Data Requirements List, DD Form 1423.
4. BASE YEAR CONTRACTOR ACQUIRED PROPERTY: Delivering all property acquired or created under this contract with proper identification and valuation.
5. OPTION YEARS 1-4: Similar labor, ODCs, data and reports, and contractor-acquired property requirements as specified for the base year, ensuring continuity in service and deliverables throughout the contract duration.

Place of Performance
The services will be performed at locations specified by the government, which may include government facilities or contractor sites as required.
