The Naval Undersea Warfare Center Division, Newport, RI intends to award a Firm Fixed Price contract on a sole source basis to Image Acoustics, Inc., CAGE Code 8T485, for the development of a Finite Element Analysis (FEA) of an Advanced Development Model (ADM) array. This requirement is being solicited as a sole source requirements under NAICS Code 541330. Image Acoustics, Inc. is the only manufacturer of the Stepped Tonpilz Acoustic Transducer (STAT) FEA ADM model and the textured arrays which will be used as a building block in the textured array design.

In accordance with FAR 5.202(a)(13), the requirement for a synopsis has been waived. The solicitation, N6660424Q0590, is released and is attached as part of this norice. This solicitation is not a request for competitive quotes,however, all quotes received by the closing date will be considered by the Government for furthre requirements. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government.

Quotes received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Quotes shall be submitted via email on or before Friday, 6 September 2024, 2:00 PM EST. Offers received after the closing date are considered to be late and will not be considered for award. Background
The Naval Undersea Warfare Center Division, Newport, RI intends to award a Firm Fixed Price contract on a sole source basis to Image Acoustics, Inc. for the development of a Finite Element Analysis (FEA) of an Advanced Development Model (ADM) array. This requirement is being solicited as Image Acoustics, Inc. is the only manufacturer of the Stepped Tonpilz Acoustic Transducer (STAT) FEA ADM model and the textured arrays which will be used in the design.

Work Details
The contractor shall conduct an acoustic analysis using a Finite Element Analysis (FEA) model to determine if a shaped window can be used with a planar array with the current textured ceramic STAT array design referred to as the STATZ3.

The contractor's tasks include:
1. Prepare and provide a kick-off meeting presentation including a schedule for tasking identified in this SOW;
2. Use FEA modeling to predict acoustic performance and investigate different window shapes, materials, and fluids;
3. Provide an Interim Report summarizing status of efforts;
4. Provide a Final Report summarizing overall efforts and findings;
5. Host monthly Technical Interchange Meetings (TIMs) to present status towards tasks;
6. Prepare monthly Contractor’s Status Reports indicating progress and potential issues.

Period of Performance
The contract will be performed from September 23, 2024, to September 22, 2025.
