Engineering and Technical Services for Prototyping, Integrated Logistics, and Shipboard Verification Test Support for Hull Mechanical & Electrical Submarine Communication and Electromagnetic Systems   3

Background
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy’s ships, submarines, military watercraft and unmanned vehicles. This requirement is for NSWCPD C/402, which are responsible for HM&E Submarine Communication and Electromagnetic Systems Prototyping, Integrated Logistics, and Shipboard Verification Testing.

Work Details
The Contractor shall provide required support for the engineering, design, fabrication, and testing of prototype equipment; integrated logistics support (ILS); Shipboard Verification Test (SVT) support; program management; financial; and administrative support associated with these functions on all HM&E Submarine Communication and Electromagnetic Systems (HM&E SCEMS). The Contractor shall provide engineering support on the systems described herein as follows: System troubleshooting, maintenance, repair, and design development for modifications to incorporate upgrades, improvements, and modernization.
Design, development and accomplishment of hardware processes, enhancements, and procedures related to development, testing, installation, troubleshooting, maintenance and training associated with any of the Systems and Programs listed herein. This includes new installations, modernizations, and equipment refresh efforts.

Period of Performance
It is the intent of the Naval Surface Warfare Center Philadelphia Division (NSWCPD) to award one Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract as a result of this Solicitation. The IDIQ will have an Ordering Period of Sixty (60) months and a Period of Performance of Seventy-Two (72) months.

Place of Performance
The majority of the tasking will take place in Philadelphia at NSWCPD, Contractor’s facility, and local vendors as needed. Other locations of support that may be required are listed in the Travel section. It is estimated that 77% of the work will occur on-site at the NSWCPD facility and 23% of the work will occur off-site at the Contractor facility and local vendors.
