Engineering and Support Services for Consolidated Afloat   3

Amendment 0001: The purpose of this amendment is to update the solicitation in
accordance with the questions and answers. The OCI clauses were updated. The Labor
Categories were updated to match ECRAFT. The hyperlink in L-6 has been updated.

The Department of the Navy, Naval Information Warfare Systems Center, Pacific (NIWC
Pacific), intends to issue Request for Proposal (RFP) No. N66001-24-R-0022 for
Engineering and Support Services for Consolidated Afloat Network and Enterprise
Services (CANES) Programs. NIWC Pacific has identified a requirement for engineering,
technical and programmatic services for networking, communication, and computer
systems, and associated certification and information assurance for developments,
current operations and planned upgrades to support Program Management Warfare
(PMW) 160 Tactical Networks.
It is anticipated that the procurement will result in the award of a single award indefinite
delivery, indefinite quantity (IDIQ) contract with cost-plus-fixed-fee (CPFF) pricing
Contract Line Items Number (CLIN) for services, cost reimbursement CLINs for materials
and other direct costs. The period of performance will include a three-year base period
and two, two-year option periods. The North American Industry Classification System
(NAICS) Code is 541330 Engineering Services, and the Small Business Size Standard is
$47 million. The nature of this tasking requires access up to Top Secret and Sensitive
Compartmented Information data, information, meetings, and spaces.
This requirement will be competed on a full and open basis. This is a follow-on
requirement to single award IDIQ contract N66001-21-D-0008. NIWC Pacific anticipates
the final RFP (N66001-24-R-0022) will be release around 13 November 2023. The RFP
will be released electronically via NAVWAR e-Commerce website.
A Performance work Statement for this procurement is attached to this synopsis.
